Central America signed Association Agreement with European Union

Despite the negative consequences of the Free Trade Agreement between Central America and the US, this Latin American sub-region signed last week an Association Agreement with the European Union.

The agreement was signed in Tegucigalpa, capital city of Honduras, on Friday 29th during the 39th Summit of Heads of State of the countries member of the Central American Integration System (SICA). The presidents of Costa Rica, Laura Chinchilla; El Salvador, Mauricio Funes; Guatemala, Otto Pérez; Nicaragua, Daniel Ortega; Panamá, Ricardo Martinelli, and Porfirio Lobo as host participated in the Summit.
Spain was represented by the chair of the Senate, Pio Garcia-Escudero, who said Spain believes the Association Agreement between the EU and Central America is“fundamental for both parties". “In addition, Spain has supported at the EU this type of agreements with Central American countries, due to logical reasons”, he added.

However, for the organizations that reject this type of agreements for considering hem detrimental to the dependant countries, the struggle does not end. In fact, in order to be valid, these agreements require the approval of the respective parliaments. This is why they contacted and mobilized with the respective members of parliament to try to stop the passing of this Association Agreement.

The EU aims to sign Association Agreements with other sub-regional blocs such as the Comunidad Andina de Naciones (CAN) and Mercado Común del Sur (MERCOSUR) in the context of a EU strategy included in the document “Global Europe”.

“Free trade has meant the dismantling of our production of food and the expansion of agroindustrial monoculture plantations for export”, highlighted several social movements of the region, La Via Campesina among them, in a public letter addressed to Central American presidents. They also stated that "agricultural lands have opened their doors to the production of agrofuels such as African palm oil with serious environmental, territorial and cultural implications, such as the worsening of agrarian conflicts, and that a trade agreement with Europe will not contribute with the food sovereignty of the region".

The EU-Central American agreement will protect the predatory actions of several European multinational companies that already operate in the region and that have been denounced for their aggressive economic practices against labor conditions and which damage the environmental and cultural realities of the peoples"".

Other organizations such as Movimiento de Mujeres Mesoamericanas en Resistencia por una Vida Digna, Red Ciudadana Frente al Libre Comercio and Comité de Pueblos Indígenas de Honduras also demonstrated against the Association Agreement between Central America and the EU.
